The capital of the Grand Duchy of Luxembourg Luxembourg is also called Luxembourg City is a commune with a city status. In 2009 the city has ranked first for personal safety and 19th for quality of living. The city is located at the confluence of the Alzette & Pétrusse Rivers. It also contains the historic Luxembourg Castle, which was established by the Franks in the early middle ages.
